It is good to make this explicit. There is too much opportunity for
misunderstandings and hard feelings otherwise.


Ideally, it might be nice if one of our EDU list members could take on
stewardship for the webmaster role so that a ready supply of budding
webmasters (students) could handle this duty over time.


There are security concerns over the SPF website, with regard to both 
content and server configuration, so the webmasters need to be trusted.  
Introducing a level of indirection in the webmaster positions may pose a 
problem.  What do others think?

I think that 2 or 3 people with modify access is appropriate and
sufficient. This is simply due to the fact that most people who
have the level of experience and dedication we need also have
other commitments, and may not be able to make necessary changes
in a reasonable time. This has become painfully evident with
the council over time, and will apply to the web team as well.

If it wasn't obvious by now, I am willing to be one of those
people, but by no means will I insist on any official role.
