In the case of using MX for load balancing, the SPF record does
not have to use an MX mechanism.  In the case of netcom.com,
all the servers are in a subnet, so an mx/24 would work reliably (doesn't
matter which of the records it sees first since they are all in the same
subnet), but even better would be an a:mx00.netcom.com/24 or
ip4:207.69.200.0/24.
