I disagree with your interpretation of the -01pre2 spec.
You disagree with my interpretation of -00, starting with
-01pre2 it was as it is today, no PermError for more than
10 MX names.
For -00 it wasn't exactly clear, only with an assumption
"whatever it is, it must be the same as for PTR, and for
PTR it's no PermError" you could arrive at "no PermError".
The general assumption was like Scott's / Stuart's idea,
"enforced" limits. In -01pre2 you got rid of the ominous
"enforced" for both MX and PTR.
