Note the question isn't whether you think PRA is hard or useless or
resource expensive or even evil. The question is only whether you
think PRA without use of spf1 records conflicts with SPF.
No, not technically. I do think SPF 2.0 confuses the issues.
It does, still, have risks for people who haven't opted in. Even if my
v=spf1 record isn't used, a message I send may get evaluated against PRA.
For example, if I send a message to a mailing list and the provider adds a
2822-Sender and has a PRA record. This may not be bad, but the effects of
PRA will be difficult to isolate yourself from.
