But wouldn't those communication costs be on the same order of similar
communication costs that ISPs currently and quite willingly bear, such
as allowing users to enable/disable mail features such as spam checks,
vacation messages, mail forwarding, etc?

I can't imagine that adding another section to those web based mail
preference pages to allow for an "enable spf checking" checkbox, and a
list of "forwarding accounts" would be vastly more costly than the work
required to get those previous features implemented.
