with less than a class C IP block (and a braindead monopoly broadband
provider).

There is quite some difference between "does not need" and "am unable".

If a host is not properly configured, expect it to be blocked.  If it
is not, be happy.  If it is, complain to the provider, not to the one
rightfully blocking it.
