Assuming the relevant mail identity for the message in
question was from the domain x1.test, then I'd say modix=1.

Makes sense.  But a bit different from the established rules
for "exp", with the exp-rules modix=3 would be also possible.

Apparently that's something each new modifier has to define,
how is it supposed to work in conjunction with "include:" or
"redirect=".

I would say that the redirect should be followed to get the
modifier, but if and only if the basic record didn't have
one.

Also okay, in the spirit of "global and unique" for all v=spf1
modifiers.  First come, first served.  And better don't invent
any op=nomodix1 :-)

Redirect is supposed to be within an administrative boundary,
so I think that's OK.

ACK.  Is that something we should note for "exp", use this rule
generally for modifiers ?  In my "v=spf1.1" proposed standard
dream, not in Wayne's "v=spf1" AUTH48, that's too late.

Checking... no, it's still in state RFC-EDITOR, not yet AUTH48.

More reasons why we will need to think this through and
develop separate drafts for them.  Some information would go
in a overview draft (like this discussion) and then each
specific modifier would need a draft too.

Yes.  Maybe a general text for modifiers, plus the shorthand
notation for op= options, but without any "real" modifier or
option.  With an explanation why "redirect=" is a special case
unlike all other modifiers.

Related stuff like op=helo and op=nohelo could be in one text,
nothing's wrong with sort documents.  Even some full Internet
standards are pretty short:  <http://tools.ietf.org/html/std23>
