That URL misses the real point.  While underscores are, or used to be,
disallowed in *hostnames*, they have always been allowed in
non-hostname DNS entries.  Even before being updated by later RFCs,
RFC 1034 never put any restrictions on the DNS character set.  It did
incorporate the hostname restrictions of the old HOSTS.TXT file by
reference - but only as hostname restrictions.

DNS has always been intended to be a general purpose database.  It was
inspired by the need for a replacement for the old HOSTS.TXT file, but
it was never intended to be limited to that role.  There have been
many discussions of this over the years.
