I think the new sentence is still confusing (cannot vs. can not.)
How about this:
PROPOSED: When a mechanism is evaluated, one of three things
happens: it matches; it does not match; or it throws an exception.
This also has a nice syntactic echo with the immediately following
paragraph.
How about a more active statement:
When a mechanism is evaluated, one of three things happens:
it matches; it fails to match; or it throws an exception.
