So, while your approach works (and I agree it's reasonable), it is NOT
consistent with a MUST in RFC 4408.
Actually, a NEUTRAL *is* treated identically to a NONE. Whether SPF
results directly in NEUTRAL, or a NONE results in applying the
guessed policy of "v=spf1 a mx ptr", the exactly same local policy
code is executed. To put it another way, a NONE is always converted
to either a PASS or NEUTRAL guessed result via heuristics, and
the local NEUTRAL policy for that domain is applied whether the NEUTRAL
is a direct SPF result or guessed.
