[spf-discuss] Contact form "Other" topic submissions now go to the RT

In theory this way is better.  In practice I think it may be more
trouble than it's worth.  I don't mind experimenting some more.

I don't mind either.  In the process of adjusting the wording of the 
contact form's confidentiality selector I changed the "Other" topic to go 
to the RT instead of to spf-council.

(I pondered doing the same for the "Media inquiry" topic but decided 
against it because media inquiries are of high importance and might even 
be competitive from the inquirer's POV.  So far we haven't gotten any 
media inquiries through the contact form, though, so it doesn't matter 
much.)

The RT thus no longer covers only support issues.  So everyone from the RT 
support team, please consider the "Topic" field in submissions in the 
future when deciding how to handle them!

And of course it might still be appropriate to forward submissions to 
spf-discuss if they're not marked as confidential.  Let's try not to be 
secretive when there is no need.
