In the hope to conclude this issue, I have added an explicit note to the
contact form page about non-confidential submissions being forwarded to
the mailing lists, and have refined the wording of the confidentiality
selector:

Try reading the confidentiality selector with both the "may" and "may not"
settings to see its practical meaning.
Thanks to all who contributed to this discussion, especially to Wayne, who
brought the issue to the attention it deserves! I think it is important
that we make our information handling policy as clear as possible to users
of the contact form.
