You can find the latest versions in the pyMilter project on
sourceforge.net. The licensing is on the same terms as Python, so I
think
there's no gotcha.

In addition to Python, you will need the pyDNS library. It's also on
sourceforge.net and works on Windows.
I use pySPF on http://www.kitterman.com/spf/validate.html. It is hosted on
a *BSD system, but when I set it up I was still using Windows 2000 and I
did all the development work on that.
