Yes, most likely. But it also depends on your actions based on RBL/SPF
lookups. Do you accept mail if SPF fails? Do you accept mail if RBL fails?
For example, I reject mail if RBL fails, but only tag mail if with SPF
results, therefore it means less load to have RBL first.
