to wait if an obscure "master editor" is busy elsewhere.
IMO the obscure master editor is more likely to show up on any given day than
a quorum for the council, so if we can get a quorum for the council to
appoint said obscure master editor (I'll be the assistant to flog if the
master is busy elsewhere) then we're more reliable, not less.
Frank, you are the best RRC lawyer we've got, so I think you should definitely
be the master editor even if you do sometimes wonder off.
