There is no confusion in RFC 4408 about what this means:

"A 'Neutral' result MUST be treated exactly like the 'None' result; the
distinction exists only for informational purposes. "
It means what it means. Whatever you do for a domain that publishes no SPF
record, do the same here.
This is the ONLY MUST receiver policy in 4408. If someone wants it to be
different for v=spf3, we can debate that, but for v=spf1 I think it's crystal
clear.
