It means what it means.  Whatever you do for a domain that publishes no SPF 
record, do the same here.

Indeed.  /me remembers some talk about email being spam unless proven
otherwise, so this would mean that NEUTRAL, and any email without an
SPF policy, should not result in replies.

Remember that this law is not about SPF alone.
