XSLT 2.0's use of XML Schema types is completely separate from having
the xs namespace in the output...
XSLT is very much dependent on the XSLT namespace - is it reasonable
to have that in the output?

I agree with Mike.
Since XSLT 2.0 is very much dependant on XML Schema, having xs:
declaration in the output tree is reasonable.
