not(b/c)

return exactly one value  true or false depending on whether there are
any b/c elements.

so count(not(b/c)) is always 1

and

count(not(b/c)) >= 1">


is always true.

You just want, what was suggested, namely

test="not(b/c)"

I tried the following statement instead:

     <xsl:for-each select="attributeList/attribute">
          <xsl:variable name="counter" select="count(not[notChangeable])"/>
     </xsl:for-each>
                                                                                
        

that counts the number of elements with name not that have a
notChangeable element child.


and puts it in a variable that can not be used, as it goes out of scope
when its containing element (for-each here) ends.
