Since you asked, yes, you are missing something. There is another proposal,
specifically, to use the mnemonic encoding and mark its use with a special
header. This has the advantage that no additional headers are needed and
the original headers say what they need to say even on hosts that don't
support RFC-XXXX. I have yet to hear a single cogent objection to this
approach.
