Keld, the policy statement that YOU cited is the major example of the
'change' in policy.  Separate from that is the fact that citing the reason
for starting the Mime group doesn't mean that this list is forever to
pursue a particular topic.  Please note that the working group did its job
a couple of years ago.  I don't recall the formal event, but assuming this
working group was handled as others, it is now quiescent.  Also, there was
a separate discussion list (ietf-chars, or somesuch) set up for this highly
specialized topic.  I'd class this as a substantial set of things that
point character set discussions AWAY from the ietf-822 list, in case the
complete lack of any progress in four years isn't enough.

I can see that for Americans, this does not matter that much,

Keld!  This has nothing to do with importance or caring.  It has to do with
getting work done.  This working group did as much productive work on this
topic as it was able.  And there is nothing prohibiting further work, just
not in this context.
