For the record, as one of the people guilty of writing code that does
the "dumb thing" when generating QP text (breaking at N columns instead
of backing up to the previous word): the reason I did it that way was
that it was easy, and it hadn't occurred to me that it would matter.
And then, after it was deployed, the loud screaming I heard was "stop
generating QP", not "generate QP that looks better." So that's where I
focussed my effort: finding ways to avoid generating QP most of the time
(since in the real world, it's hardly ever actually needed) rather than
making it prettier when it is needed.
