If we do that, we should also simplify the horrible general format of
RFC 2822 messages: No optional comments (or other optional syntax
elements), simpler folding rules, etc.

if DRUMS didn't see fit to do those things, I don't know why we should
revisit the issue now.  those discussions take a *LOT* of time and don't
accomplish very much.
