I do believe that migrating to utf-8 in message headers is the way
to go in the long term, and that a transition strategy similar to what
Dan is suggesting (support utf-8 on receipt soon, generation of utf-8
later) is ultimately the way to get there from here.

If we do that, we should also simplify the horrible general format of
RFC 2822 messages: No optional comments (or other optional syntax
elements), simpler folding rules, etc.

All those optional comments and the like will actually break much of the
installed base of Usenet (comments in a References-header would be
exceedingly troublesome, for example). Shouldn't that be a worry to you?

But Usenet (or Usefor) is not complaining. We have dutifully incorporated
the bulk of that stuff into Usefor, and we expect the installed base to
move to accept it. (We still have problems with a few minor features of
RFC 2822, which we will likely raise if/when it comes up for revision).

if DRUMS didn't see fit to do those things, I don't know why we should
revisit the issue now. those discussions take a *LOT* of time and don't
accomplish very much.

I agree (those minor quibbles apart).
