In theory you can do this with a single list by looking for a

Bear in mind the fact that the List- fields and message address
fields specify very different things. Address fields may specify
a single mailbox (e.g. Sender), a list of mailboxes (e.g. From),
or a list of addresses (e.g. To) [addresses include named groups].
List- fields specify a list of bracketed URIs. Comparing lists
of similar things can be tricky enough; comparing URIs with either
mailboxes or addresses is like comparing apples and oranges. Aside
from the fact that some URIs have nothing in common with mail
addresses or mailboxes (http, ftp, news, nntp schemes, etc.), even
if one limits consideration to mailto scheme URIs, one has to deal
with URI encoding in general and (rather poorly specified) mailto
URI encoding in particular. After which one has on the one hand
a mailto URI which specifies a *message* (prototype) -- which
need not include *any* address fields -- vs. a list of addresses
or mailboxes.
