a) Does a MUA need to detect a Mailing List Message as oppose to a just a
pure email message?

No, and in general it cannot do so.

Things would certainly be much simplified if it were possible to tell.

The presence of one of the List-* headers would give a clear indication,
but one cannot rely on them being present, and even if they are they only
tell you about one list, and the message may have been crossposted to
several lists.

So I have suggested a method using group-syntax that would be entirely be
compatible with the present protocols, but I have been shouted down. I
note that none of the shouters has come up with a better method.

c) What are the most desirable reply/new mail options for a mailing list?

Reply to List (very similar to a news Reply To Group idea)?

There is no general mechanism to identify a list,

Then invent one!
