That's wrong, unless mail is a mere frill or recreation for you.

It is also an overstatement.  My personal set of filters have a false
positive rate of much less than 0.1% or about the normal failure rate
of email.  They have a false negative rate of less than 1%.  Plenty
of spam is sent my way, because I've been exposing my current address
in public for more than 10 years.


  We have to decide what level of spam we can live with, and what
level of false positives we can live with in anti-spam filters.  If
lowering the false positive rate by 2% increases the amount of spam by
10x, then that solution doesn't scale.

People whose livelihoods depend on mail cannot, will not, and do not
accept false positive rates above 1%.  That you can talk about changing
the false positive rate by 2% brands you as outside that class.
There's certainly nothing wrong with not depending on email for the
butter on your bread (or your bread), but beware of assuming that
everyone else is the same.

Note that people who do depend on email and cannot tolerate 1% false
positives are like business flyers.  They are the most profitable
customers for many ISPs.  That means that many ISPs have similar
views of false positives.  There are other ISPs, but they cater to
"home users."
