... well, that's just too bad. the way i got it figured, imposing
standards of the government, to solving a problem, the government itself
not serious about solving, counterproductive.
I'd argue that the problem isn't with the government in this
particular case (and that's not an argument I usually make), but with
a challenge-response system that assumes that "human == can-see".

I'm not sure which upsets me more: that people are so unwilling to accept
responsibility for their own actions, or that they are so eager to regulate
everyone else's.
