[Asrg] desirable characteristics of source tracking (was: Requirements for source tracking)

Okay, pet peeve #1: it's way too soon to be talking about requirements.
Having said that...

My belief is that source tracking should not rely on any of the addresses 
used in the header or envelope, because there are too many cases where
it is reasonable to set those addresses to something else than the default.
(Sender as defined in RFC 822 would be close to the right thing, but it has
been so widely misused that it's useless now.)

For privacy reasons, I also think it's important that source tracking NOT
disclose the identity of the sender.  It may be sufficient if it contains a
per-message unique tag that can be traced to the sender.  But even that may be
too much. We need to retain the ability for senders to speak anonymously.  Of
course, recipients would be free to filter anonyomus mail.

I've been working on a proposal for how to do this.  But I think it's too
early to discuss specifics.
