well, I'm uneasy with the term "consent" anyway.  but part of the problem
may be that I don't know what the charter means by that.

one interpretation of "consent" is an opt-out mechanism - recipient can say
"I don't want to receive spam" (assuming that there's some definition of
"spam") and expect that this creates a burden on the sender to not do so.

another interpretation of "consent" would be a direction to the MTS -
"I don't want to receive any message with the following characteristics ..."

This may be a permission given from the user to their isp for
filtering/rejecting mail addressed to him without getting sued.
But thats not the consent we are talking about here.

Any consent has to be given from the receipient to the sender,
and should be non-transferable and revokable at any time.

Such verifiable explicit consent should be mandatory for every
bulkmail sent, and of course for other things like abusing the
address for other content as originally requested, selling the
addresses and any other violations and invasions of privacy.

To be widely usable the 'consent declaration' should have a
standardized format, and replace the usual signup-confirmations.

Such declarations will also protect the senders from accusations
of beeing spammers, the responsible ones will likly adapt any
standard and get their mail deliverd without hassle.
