It doesn't stop SMS spam. I don't see why it would necessarily end email
spam. It surely would cut the load, but to foist something like sender
pays on us (which I personally would hate with a passion - I sent about 10
thousand emails last year) I would really hope it could stop the flood
entirely.
Besides, sender pays requires authentication (or at least to fix the
current anonymous problems of email), and if you fix those, you're 99% of
the way there, so I don't see why you'd need sender pays after that.
