  It only works if everyone buys in.

  As a hint to Microsoft: Not everyone in the world is subject to
U.S. laws.  Many people outside of the U.S. even refuse to buy
software or hardware from the U.S. which attempts to enforce U.S. laws
on them.

  I fail to see how running Palladium on my machine will prevent
spammers from sending spam, or me from receiving it.
