Not to be rude, but minutes are supposed to be rough transcripts of
what happened, not *filtered* transcripts. It's bad procedure to
intentionally leave items out of the minutes, as it gives
non-attendees a distorted view of what happened.
From my reading of the minutes posted, it would appear that there
were minimal comments or questions from the floor, and that was
definitely not the case. Even a one-line description like "crazy
homeless guy shouted nonsense at this point" would be preferable to
silently dropping such an event from the minutes.
