Besides the reasonable technical problems expressed with identifying
pools there's another consideration.
Blocking pools as a general rule is a serious retreat and, though it
might be stopgap, it's not technological progress.
However necessary blocking pools strikes me as, at best, a necessary
(and with luck temporary) evil, analogous to telling people to stay
out of a public park at night because of the danger of criminal
attack. It yields a huge front to the criminals.
It sets the stage for the widespread balkanization of the net. Next
might be having to pay for accounts with blessed hosts to send email
at all to large swaths of other hosts (e.g., fortune 500.)
