You seem to prefer a technological solution, possibly with some new
legislation making "spam" illegal. I have no particular problem with
that, in spirit.
But I do believe that a more immediate goal of urging law enforcement
(et al) to better enforce existing laws (&c) regarding the creation
and operation of, e.g., zombie botnets is valuable without in any way
detracting from other efforts stated.
Put another way, we don't board up all our windows and let burglars
run free. We try to make burglary dangerous for burglars.
