The definition of "damage" is a philosophical question.
If I take an action, and as a result you're worse off than you'd be if
I hadn't taken it, have I damaged you?
Think hard before answering "yes".
The action is to lock my door. You're a thief who walks down the
street, checking for unlocked doors. If I hadn't locked my door,
you'd have gone into my house and stolen $1,000. As a result of my
action, you're $1,000 worse off than you'd be if I hadn't taken that
action. Have I damaged you?
I say, in order for my action to damage you, I must have violated your
rights by that action. Telling a public truth about somebody is not a
violation of rights.
