Ummm...maybe because they know most end users don't know the difference
between spam and other forms of unwanted mail?

Why should that matter?  It's unwanted, and it got reported, and it's up to
the ISP to decide what to do about that.

I realize you're talking abstractly but 99% or more of the AOL
feedback loop stuff we get here at The World is people who joined
completely innocuous mailing lists much like this one and decide one
day they don't want to be on it any more so just pound the SPAM button
in response to every new list message they get until somebody (here)
takes them off. It's easy, it works.

The other 1% mostly completely inexplicable, probably accidents, like
"we'll be at Mom's around 3PM, is Becky coming?" (from/to people with
the same last name), SPAM!
