We're designing for the Internet. That goes everywhere. Therefore,
any suggested protocol needs to be able to go everywhere, or it's
just a local implementation and outside the scope of a group that's
doing research for Internet protocols.
So all we need is to find a country where something is illegal and
you'll support throwing out any attempt to standardize it, or design
protocols based on it?
I think there are still places where strong crypto is illegal.
