And the essence of the answer is: you can't.  It's impossible, both now
and for the forseeable future.  It doesn't matter what scheme you (or
anyone else) come up with, it can't be done.

If it's impossible to prevent spammers from using other people's resources
merely by technical changes to how e-mail works, then why don't we see
enormous problems with spammers using other people's resources to host web
sites?

There are spam gangs that host both web servers and DNS servers on
dialup sites, changing every few minutes.
