Sounds somewhat like the "noscript" firefox plugin. I think it works in
more than just firefox.

I use it.
I stopped using it after I found myself blindly allowing any JavaScript any
website was running.
But still, it's a good point and I can see why it would work for some, like a
whitelisting approach would work for some (possibly the same) users.
I think neither are suitable for use by the majority of web users though.
