In thinking more about the agenda, some questions occur:
1. The previous BOF gave overviews of the threat analysis, base spec and
policy spec. The threat analysis has changed substantially since then,
but the changes to the other to documents are relatively small. The
current budget for, essentially, reviewing the content of these 3
documents is 35 minutes. Out of 2 hours, that's more than 25% for
document review.
2. The charter has received extensive discussion online, through two
complete rounds of review. Do we really need to budget 12.5% of the
meeting reviewing it?
Rather, on the theory that
a) folks who care about this activity are well aware of it, and
b) matters of discussion and debate are likely to need more than a
few minutes,
I wonder about designing an agenda that presumes that participants
already have familiarity and that most of the time is for trying to
resolve outstanding differences.
An agenda along these lines might look something like:
1. Agenda & introduction (5)
2. Highlights of proposed charter (5)
3. Discussion of proposed charter -- open (35)
4. Changes in the threat analysis -- Fenton (10)
5. Changes in the base spec -- Allman (5)
6. Changes in the policy spec -- Allman (5)
7. Introduce other deliverables (10)
8. Open discussion of specs & deliverables -- open (35)
9. Decision: should a WG be formed with this charter? (10)
It is not at all onerous to expect meeting participants to have done
their homework. So let's try to use the scarce face-to-face time with a
particular focus on resolving things.
