OT, not talking about DKIM:

That could be a very strong point for this strange ritual.  For
"random occurrence" I read "some experts in the field", while
"substantial constituency from the industry" sounds like "some
commercial group patented a FUSSP" (see also MARID).

Somebody seriously interested to derail a good idea (maybe he
sells another FUSSP) could support the WG, and then (try to)
block progress within it.  If his strategy is to "veto the WG"
he only loses one of his few shots, skip the WG, go directly
to individual submission as proposed standard plus "last call".
