Also, there's documented precedent within the IETF.  RFC 863 has a clear
definition:

...
5321 uses "discard" or "discarded" in other places, too.


Well, one must always respect the lawyerly exercise of doing an audit to find
precedent.

But there's some distance between respect and agreement.

The problem is that an existence proof is quite different from being able to
assess/predict dominant human interpretation of the term.

In other words, just because someone, somewhere, sometime used the word in a
particular way, it says nothing about what most people, most of the time, will
take it mean.  I thought the issue here was the latter, not the former.
