I believe that the rule is that participation in the IETF process -- for ANY
effort -- requires that the participant disclose any intellectual property
rights that relate to that work.

This is my understanding as well. Of course participants can and should read
the rules and draw their own conclusions. I believe the relevant rules are
spelled out in RFC 3979. Section 6.1.2 seems especially relevant:

   Any individual participating in an IETF discussion who reasonably and
   personally knows of IPR meeting the conditions of Section 6.6 which
   the individual believes Covers or may ultimately Cover a Contribution
   made by another person, or which such IETF participant reasonably and
   personally knows his or her employer or sponsor may assert against
   Implementing Technologies based on such Contribution, must make a
   disclosure in accordance with this Section 6.

So it is not simply a matter of whether you pursue your own proposal, but
whether you participate in work for which you claim any IPR.

That's the way I read it.
