I believe that the rule is that participation in the IETF process -- for ANY
effort -- requires that the participant disclose any intellectual property
rights that relate to that work.
I think this means that you're required to tell to ietf group when there
is a discussion going on about something you have IRP on (which I did).
But if I'm not mistaken filing formal declaration with IETF is only
necessary when the IPR applies to specific IETF draft(s) or RFC.
