A third way would allow a publisher to suggest (or even require) the
identities that the record should be applied to.

Sorry if I (inadvertently) misrepresented you there, I was trying to make a
neat three way split as an overview/summary, to point out that there's a
real alternative to both laissez-faire and something "handed down from on
high". The 3 model picture follows from what has been said about 'use' and
'meaning'; that is, either prescribed by "authority", left to the
recipient, or hinted by the publisher. I would strongly support the 3rd
way. I guess that I'm coming to where you are from a different direction.
Though, in the interest of rapid delivery, I'd support a first push at MAIL
FROM, which would be a sensible default in a more complete system.
