It has been specified for over 20 years: the format was originally
specified in RFC 821 (STD 10) and hasn't changed significantly since.
Further, the widespread noncompliance isn't a problem in this context:
MTA authors who want to support sender-id can just as easily teach
their software generate received fields as they can add a new field.
