I meant keyrings, as in primary keys + subkeys.

And I think once it would be reasonably possible, it makes absolutely
sense to have e.g. different key prefs depending on the UID and/or
(role) subkey.

I agree. The phrase "out of scope" was probably misleading, I meant that
it is right now completely intransparent to users that key settings may
differ per user id, and that something might be differently encrypted to
one user id than to another in the same keyring.  I also suspect that
this is simply not true for many implementations - in the API we
designed for OpenKeychain, the user id to encrypt to is not even part of
the parameters.
