Unfortunately many so called business tiers are served from a dynamic
block (or at least a dynamic block that is not flagged as business

as an OptOnline BOOST user) yet are not served from an IP block that
MAPS has flagged as allowed to run an MTA and thus relay messages to
other MTAs or AoL.
Hey, I never said the list was accurate. :-|
Early on there were several dynamic block lists, but eventually they all
gave up except for MAPS. It's just way too labor intensive to maintain.
Computers and software can help in this labor elimination automation
need. :-)
The ISPs are constantly moving things around, and most really aren't
interested in giving third parties up-to-date information where their
allocation ranges are. As a result, the main source for corrections on
that kind of list are end user complaints.
Well, this laziness is the sort of stuff that inevitably bites the wrong
people who will propose new bills, laws and IETF drafts, etc, etc.
But who cares right? The issue was resolved at the individual level.
