You really want to apply it to both.
Otherwise, it's impossible to do a loopback test from your own long
address to
that same long address to verify that the MTA in fact doesn't choke.

There's also the part where there's an assumption that the recipient's MTA
can
send a bounce message to the MAIL FROM - which means your inbound RCPT TO:
has
to be able to accept the long address as well.
